Position Highlights
We are looking for an accomplished Delivery Manager to join our IS Driver Licensing and Government Business Solutions team in either Victoria or Vancouver. Leading a dynamic team of Managers and cross-functional teams, you will be responsible for overseeing a portfolio of modernization initiatives in a complex technical environment. You will work as a key member of our team, reporting to the Business Relationship Manager, IS Driver Licensing and Government Business Solutions.
Described as a perseverant change agent, you are someone who is able to navigate complex technical and stakeholder environments. You have a mindset for continuous improvement, with the ability to think critically and champion change.
- You are an accomplished professional with at least 5 years transformational delivery experience in a complex technical environment.
- You are a seasoned and respected people manager that leads by example.
- You are highly collaborative; building trusted partnerships with stakeholders at all levels.
- You are an excellent communicator that can translate complex information to any audience.
- You are comfortable navigating complexity while maintaining a clear vision, aligned to desired outcomes.
Overall responsibilities include:
Planning and directing the short and long term technology portfolio for the Driver Licensing business function.
Specific responsibilities include:
- Collaboration with specific business function(s) to develop overall modernization direction, goals, and plans for the business use of application systems and programs.
- Building and maintaining effective working relationships with internal stakeholders.
- Defining scope and structure of new application related projects from client stakeholders. developing project plans and coordinating the schedule and deliverables with internal departments, monitoring the execution of the plan and providing governance oversight.
- Acting as a key liaison between senior leaders and management from specific business function(s) and information technology delivery and sustainment areas; to address business issues and priorities as well as information technology capabilities and implications. Adjust priorities and resources in conjunction with information technology sustainment and solution delivery teams.
- Develop the short- and long-term technology plans for specific business function(s) by participating their strategic, tactical and operational planning.
- Oversee the evaluation, acquisition, and sustainment of applicable software and third party products and services to ensure a consistent, aligned and integrated approach.
- Select, train, develop, and assess the performance of reporting staff.
Position Requirements
To make an immediate contribution in this role, you will bring solid knowledge and experience in the following areas:
- Excellent interpersonal, team building and leadership skills.
- Experienced people manager including recruitment, performance management, staff development and coaching/mentoring.
- Proven ability in establishing and maintaining an effective delivery practice through modernization.
- Strong organizational and planning skills and the ability to manage multiple priorities.
- Strong understanding of technology with the ability to express complex technical concepts effectively to all levels of the organization.
- Leading and facilitating cross-functional project teams. Able to elicit needs, discern what is critical for success and shape delivery scope to balance cost, time and risk (both project and operational sustainment).
- Critical thinking and business acumen. Knowledge of financial and project accounting processes and principles and excellent verbal and written communication skills, including the ability to translate complex technical terms into business language.
- Risk management – able to assess, manage and balance technical and delivery risk.
- Experience with Agile delivery, SDLC, DevOps, cloud architecture, and modern development languages and standards.

Work arrangements defined:
- Resident – you will work at your primary in-office headquarters on all scheduled work days.
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
- Hybrid 10 – you will work a minimum of 10 days in a 4-week period at your primary office headquarters (typically one week in/one week out or up to 3 days per week). The remaining days will be remote within British Columbia.
- Mobile – you will work a significant amount of time in the field, in addition to working from an office and optionally working remotely within British Columbia.
