Position Highlights

The Special Investigations Unit (SIU) is seeking an experienced SIU Officer to join our mobile investigative team. This role involves field‑based work across the Lower Mainland and Vancouver Island, conducting complex investigations involving insurance fraud, vehicle identification concerns, auto theft, and criminal activity.
As an SIU Officer, you will conduct investigations, examine vehicles for forensic evidence of tampering, prepare reports for Crown Counsel, and provide specialized guidance to internal teams and law enforcement partners.
Key Responsibilities
Investigations & Vehicle Examination
- Conduct investigations related to insurance fraud, auto theft, VIN tampering, and related criminal activities.
- Perform detailed examinations of vehicles and components to identify altered, cloned, fraudulent, or tampered serial numbers.
- Access and analyze data from CPIC, NICB, and manufacturer databases to verify vehicle history.
- Reconstruct obliterated or altered VINs and serial identifiers using forensic techniques.
Evidence & Documentation
- Document findings through photographs, measurements, diagrams, and metadata following forensic standards.
- Prepare detailed, legally defensible reports for internal stakeholders, Crown Counsel, and law enforcement partners.
- Maintain proper chain of custody and handle evidence in accordance with legal standards.
Collaboration, Training & Court Testimony
- Provide expert advice to adjusters, managers, and investigators regarding vehicle identification and fraud indicators.
- Conduct briefings, training sessions, or field guidance for internal teams or law enforcement.
- Provide expert testimony in Provincial or Supreme Court as required.
Mobility & Travel
- This is a mobile role requiring frequent travel within the Lower Mainland and Vancouver Island.
- An ICBC vehicle will be provided for travel to and from investigative locations.
- Overnight stays may be required when supporting investigations outside the immediate region or when operational needs arise.
- Inspections may take place in tow yards, salvage environments, outdoor locations, or repair facilities.
Required Qualifications
Technical & Specialized Knowledge
- Expert understanding of Vehicle Identification Numbers (VINs) across North America, Europe, and Asia.
- Ability to detect altered, fraudulent, or tampered VINs and serial numbers.
- Knowledge of vehicle construction, components, embedded identifiers, and aftermarket modifications.
- Specialized training is considered an asset, including:
- NICB / ISO Vehicle Identification Courses
- IAATI (International Association of Auto Theft Investigators) training
- Police forensic identification or auto‑theft programs
Law Enforcement & Legal Knowledge
- Understanding of the Criminal Code of Canada relating to auto theft and VIN tampering.
- Familiarity with the Motor Vehicle Act (BC) and other applicable legislation.
- Knowledge of seizure authorities, evidentiary standards, and legal report writing.
Investigative Experience
- Demonstrated experience in investigative work (policing, enforcement, or major case investigation).
- Experience interpreting vehicle history, identifying clone/rebuild indicators, and conducting forensic examinations.
Communication & Documentation Skills
- Strong written and verbal communication skills, capable of explaining technical findings clearly.
- Ability to prepare thorough investigative reports suitable for Crown Counsel review.
Professional Background
- Current or former police officer, special constable, or enforcement investigator preferred.
- Experience in auto theft investigations, forensic identification, or collision reconstruction is an asset.
- Automotive mechanical or body‑shop experience is also considered an asset.
Other Requirements
- Valid driver’s license (required for operating the ICBC‑issued vehicle).
- Must have — or meet the qualifications to immediately obtain — Special Provincial Constable (SPC) Status in British Columbia.
- Ability to obtain security clearance, including background and integrity checks.
- Physical ability to inspect vehicles in varied environmental conditions.
- Ability to work occasional weekends and travel overnight as needed.
- Successful candidate must complete a health assessment related to the job requirements.
