ICBC has an exciting opportunity for an experienced Business Analytics Consultant with a strong clinical or healthcare program background to join the Recovery Program Services team. 

 

The Recovery Program Services team is accountable for creating and managing recovery services and programs, policies, and procedures to support the recovery model for Enhanced Care (ECC). This includes analyzing the continued performance, value and spend of programs, ensuring value outcome realization and the delivery of cost-effective best-in-class recovery services. 

 

Reporting to the Manager, Business Innovation, the Business Analytics Consultant will be responsible for the root cause analysis, measurement, evaluation, design, and implementation of ECC programs and related services. This role will proactively conduct research and jurisdictional reviews, ensuring that they remain current in their knowledge of injury, disability management, rehabilitation science, and clinical best practice. Using data insights for continuous improvement, this role will also define the need for new health programs, policies, or procedures or updates to existing health programs. Optimizing data-driven decision making and balancing evidence and practicality for implementation, the Business Analytics Consultant will ensure the right programs and services are in place to provide optimal cost-effective recovery for ICBC customers. 

 

This role requires a strategic and critical-thinking individual, with robust and recent clinical and/or health care program experience, customer focus, and a continuous improvement mindset. The ability to build collaborative relationships with peers and internal and external stakeholders is essential to success. 

 

Day to day responsibilities include:  

  • Analyzing and integrating various sources of qualitative and quantitative information to assess performance of programs and policies, and ensuring they meet defined goals and KPIs.
  • Identifying the need for new health programs, policies, procedures, and/or updates to existing health programs, policies, procedures based on data insights and performance indicators.
  • Preparing evaluation reports to inform redesign and quality improvement activities.
  • Conducting jurisdictional reviews to remain current on approaches taken in other jurisdictions.
  • Communicating findings and needs to their leader and other internal stakeholders.
  • Engaging with Claims Recovery teams to better understand program gaps.
  • Reviewing literature related to new health program design/program updates or gaps and identifying evidence-based best practice.
  • Developing business cases for new programs, policies and procedures or updates to existing programs, policies and procedures.
  • Designing and implementing programs, policies and procedures alongside Claims Recovery and providers, integrating the program into procedures and business operations and ensuring supporting assets are in place.

To be successful in this role, you will bring the following skills and experience: 

  • Post-secondary education in a health care field.
  • A minimum of 5 years clinical experience in the last 7 years (interdisciplinary clinical experience preferred) or a combination of clinical experience and health program design and evaluation experience.
  • Experience in the design, management and evaluation of health care programs, policies, and procedures within the context of insurance and/or disability management programs.
  • Practical knowledge of program design principles including evidence-based design.
  • Up to date knowledge of external recovery, rehabilitation programs.
  • Advanced statistical analysis and critical thinking skills.
  • Clear and concise written and verbal communication skills, with the ability to explain complex program insights.
  • A solution-based approach.
  • Experience in applying project management principles and a design based approach.

Work arrangements defined: 

  • Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
