About the Team


The Operational Resilience team at ICBC plays a vital role in ensuring the continuity and stability of our services. We manage the Disaster Recovery (DR) Program and the observability tools and platforms that support the Information Systems Division.

We are seeking a Technical Specialist to lead our Disaster Recovery Program and the delivery of projects and initiatives. This role is pivotal to the success of key efforts, including our multi-year Disaster Recovery Modernization Project.

 

Position Highlights:

 

As the Technical Specialist – DR Program & Delivery Lead, you will:

  • Lead the delivery of DR-related projects, ensuring alignment with scope, budget, and quality standards.
  • Define and maintain DR standards, controls, and compliance frameworks.
  • Oversee DR testing, reporting, and continuous improvement of DR plans and playbooks.
  • Plan and execute DR exercises to validate recovery strategies and organizational readiness.
  • Provide expert consultation and planning support to internal teams on DR initiatives.
  • Facilitate DR forums, tabletop exercises, and post-mortem reviews.
  • Develop and maintain technical documentation for DR processes and procedures.
  • Manage the execution of the Disaster Recovery Modernization Project.
  • Supervise and coordinate external technical resources involved in project delivery.

 

Position Requirements:

 

To succeed in this role, you should bring:

  • Proven experience in technical project leadership and team mentoring.
  • Strong background in disaster recovery planning, compliance, and execution.
  • Ability to collaborate across departments and communicate with stakeholders at all levels.
  • Excellent organizational and multitasking skills, with the ability to manage competing priorities.
  • Strong analytical skills to identify risks and track mitigation efforts.
  • Proficiency in documentation, planning, and service management practices.
  • A customer-focused mindset with a commitment to service excellence.
  • Exceptional verbal, written, and presentation skills for both technical and non-technical audiences.

 

Preferred Skills & Tools

 

  • Proficiency with Jira for task and project tracking.
  • Experience supporting business case development and project budgeting.
  • Familiarity with ITIL methodologies, including incident, problem, and change management.

Work arrangements defined: 

  • Resident – you will work at your primary in-office headquarters on all scheduled work days.
  • Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia. 
  • Hybrid 10 – you will work a minimum of 10 days in a 4-week period at your primary office headquarters (typically one week in/one week out or up to 3 days per week). The remaining days will be remote within British Columbia. 
  • Mobile – you will work a significant amount of time in the field, in addition to working from an office and optionally working remotely within British Columbia. 
  • Remote – you will work remotely from within British Columbia, with one required visit to your primary office per month.
