The Senior Technology Planner will work within a team that provides planning, budgeting, and forecasting in IT Financial Management. The primary focus of this role is to develop and evolve ICBC’s Cloud Cost Management (FinOps) principles, procedures, and tooling as part of our enterprise cloud transformation journey.

The following specialized skills are required:
Cloud & FinOps Technical Expertise
• Hands-on experience with AWS and Azure cost structures, pricing models, billing exports, tagging strategies, reservations/savings plans, and consumption-based services.
• Experience using cloud cost management platforms, including native CSP tools (AWS Cost Explorer, CUR Athena pipelines, Azure Cost Management + Billing) and/or 3rd-party tools (Apptio Cloudability, CloudHealth, CloudZero).
• Strong skills in data analytics and visualization, including building dashboards in Power BI or Tableau to support cost transparency and accountability.
• Proficiency in financial modeling, budgeting, forecasting, and developing multi-year cost outlooks.
• Familiarity with automation and scripting (Python, PowerShell) for extracting CSP data, reconciling billing, and enhancing reporting accuracy (desired).
Analytical Skills
• Skilled in building and interpreting dashboards, KPIs, and forecasting models for cloud spend, usage drivers, commitments, and unit economics.
• Ability to identify, analyze, and resolve billing anomalies, cost discrepancies, tagging gaps, and allocation issues with precision and speed.
• Capable of creating clear business cases, cost-benefit analyses, and financial reports, and presenting complex findings in a manner appropriate for technical and executive audiences.
Stakeholder Collaboration
• Works closely with Finance, Procurement, Cloud Platforms, Enterprise Architecture, and IT Leadership to align cloud investments with business priorities.
• Educates engineering and business teams on FinOps principles, cloud cost optimization, allocation methodologies, and cost-aware architecture patterns.
• Supports the corporate governance process by contributing insights into budget planning, forecasting, and cloud financial controls.
Team Leadership
• Provides leadership to a small, cross-functional team responsible for implementing FinOps practices, cloud cost governance, and reporting processes.
• Drives cultural adoption of FinOps across the corporation, promoting cost accountability, transparency, and financial sustainability.
• Acts as a mentor and subject matter expert in cloud financial operations.
Qualifications
• FinOps Certified Practitioner (or equivalent hands-on experience with FinOps frameworks and practices).
• 2+ years working with enterprise-scale cloud environments, hybrid architecture, or cloud financial operations.
• 5+ years in financial analysis, financial planning, reporting, or accounting.
• Experience with cloud billing data sets (AWS CUR, Azure Cost Management Exports) is a strong asset.
• Experience with Apptio/TBM tools, chargeback/showback models, or enterprise budgeting processes is an asset.
Job Responsibilities:
Cloud Financial Management (FinOps)
• Develop and refine FinOps principles, processes, tagging standards, dashboards, and governance to optimize cloud spend.
• Monitor, analyze, and report on cloud spending across AWS and Azure, ensuring alignment with budget targets and business goals.
• Implement and maintain cost allocation methodologies, improve allocation coverage, and resolve anomalies in billing and reporting data.
• Support commitment planning (Savings Plans, Reservations, MACC/EDP) to reduce cost and improve predictability.
Planning, Budgeting & Forecasting
• Prepare and manage IT financial plans, including annual budgets, multi-year forecasts, and cloud-specific spending projections.
• Analyze cloud adoption trends and provide actionable insights to IT leadership for cost optimization and prioritization decisions.
• Advise Finance on cloud spend drivers, variance explanations, and forecasting accuracy improvements.
Data Analytics & Reporting
• Design, automate, and maintain dashboards and reporting assets for cloud cost, usage, allocation, and optimization opportunities.
• Ensure data accuracy across all sources and build reporting pipelines integrating CSP exports, APIs, and third party tools.
• Deliver clear and consistent reporting for Finance, Technical Teams, and Leadership.
Stakeholder Engagement
• Champion FinOps adoption across the organization by conducting training sessions, publishing guidance, and influencing stakeholders.
• Work with Product, Cloud, and Infrastructure teams to embed cost-awareness in technology design and day to day operations.
• Partner with Procurement on cloud contract insights, pricing models, and negotiations.
Leadership & Governance
• Lead a small cross-functional group in establishing and maturing cloud cost management practices.
• Contribute to the creation of cloud governance frameworks, including tagging, cost allocation, policy conformance, and optimization guardrails.
• Ensure compliance with internal controls, budgeting guidelines, and regulatory requirements related to cloud financial reporting.

Work arrangements defined:
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
