Mainframe & ECM Platforms is seeking a Senior Technical Specialist to take on the role of Mainframe Lead within Software Technology Platforms at ICBC.
This position plays a critical coordination role between ICBC’s application teams and our third party vendor responsible for Mainframe Platform support. The successful candidate will be responsible for overseeing deployments, managing issue resolution, and ensuring stable operations across a broad range of mainframe applications.
We are looking for a highly motivated individual with strong technical acumen and excellent communication skills; someone who is comfortable working in a dynamic environment and collaborating across multiple teams.
Key Responsibilities
Operational & Technical Leadership
•    Serve as the primary point of coordination between the mainframe vendor and ICBC application teams.
•    Ensure smooth day to day operations of mainframe applications and infrastructure.
•    Support both project and operational teams in the enhancement and development of system components.
•    Provide technical leadership and mentorship to junior and intermediate staff.
•    Assist with troubleshooting activities and guide application teams during production deployments.
Vendor & Stakeholder Collaboration
•    Review vendor reports and work closely with the vendor to identify optimization opportunities.
•    Coordinate with the vendor on high priority incidents and ensure timely resolution.
•    Collaborate with internal IS colleagues, management, and cross functional teams to support both projects and operational initiatives.
Planning & Delivery
•    Contribute to technical consulting, planning, and solution design activities.
•    Participate in multiple concurrent projects or workstreams, providing technical oversight.
•    Assist in developing specifications for complex systems integrations within mid  to large scale IT infrastructure environments.
•    Produce technical requirements, business cases, budgets, and evaluation criteria for IT projects and procurement activities.
•    Lead technical evaluations of vendor proposals as required.
Position Requirements
To be considered for the Senior Technical Specialist role, candidates must demonstrate experience in:
•    Leading or coordinating multiple parallel initiatives.
•    Providing technical operational leadership and consultation.
•    Managing vendors for support and service delivery.
•    Supporting customer facing applications in an enterprise environment.
•    Coordinating application deployments in operational or project contexts.
•    Applying strong critical thinking, organization, and documentation skills.
•    Communicating effectively across all levels of technical and business stakeholders.
•    Maintaining a customer focused mindset aligned with service management objectives.
Enterprise Experience With:
•    Technology operations across large IT environments.
•    System upgrades, maintenance, and lifecycle management.
•    Multi site infrastructure systems design and documentation.
•    Delivering solution designs and configuration specifications for enterprise systems.
•    IT procurement processes including developing business cases and evaluating vendor proposals.
•    Familiarity or certification in ITIL, including incident, problem, and change management.
•    Understanding of systems development lifecycle (SDLC) practices.
•    Knowledge of  Mainframe technologies and toolsets.

Work arrangements defined: 

  • Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
