ICBC’s Financial Consulting and Advisory team provides financial planning, analysis and forecasting to support plans and projects for all divisions. As Senior Financial Consultant, you will identify, analyze and/or recommend changes which impact the strategic financial objectives of the corporation and support leadership teams on business decisions with long term, corporate-wide impact.
Reporting to the Manager, Financial Consulting Services team, and your focus will include:
- Playing a significant role in the corporate regulatory reporting process: developing and drafting operating expense chapter for revenue requirement filings, reviewing cost allocation models and supporting regulatory affairs team in addressing information requests.
- Consolidating divisional plans for annual planning, co-ordinating and supporting divisional controllers in finalizing the plan, developing and reporting benefit loads, pensionable earnings etc. Analysing and reviewing information shared by divisional controllers before consolidating and reporting to senior management. Provide financial support to business areas to support effective and efficient decision making.
- Monthly variance analysis compared to plan, preparing monthly Outlook presentations, developing quarterly Govt. multi-year operating expense forecasts; reviewing and developing scenarios and considering alternatives, presenting recommendations to senior management; Work collaboratively with different teams to ensure agreement with underlying assumptions and ensure all assumptions are properly documented.
- Responsible for Full Time Equivalents (FTEs) reporting, attrition reporting, monthly rate/volume calculations
- Developing various operating expense and FTEs note for Minister’s binder, Budget Lock-up, Estimates etc. Reviewing various HR submissions for accuracy and compliance (like PSEC filing, Earners report, HRCC and various executive disclosures).
Position Requirements
To make an immediate contribution in this challenging role, you will bring demonstrated success in:
- Providing value-added corporate financial analytical expertise and consulting services that support the development of corporate and divisional strategic and tactical plans.
- Developing sound business decisions in a deadline-oriented environment, drawing on deep knowledge of: standards, practices and techniques of financial analysis, modeling and forecasting; corporate, financial, project and regulatory policies, standards, and guidelines; business performance measurement and metrics, and the financial reporting requirements of regulatory bodies;
- Building and maintaining relationships with executive and senior leadership teams to understand their requirements for corporate financial planning support, and identifying, initiating and promoting opportunities to enhance or improve corporate and divisional financial reporting while providing governance oversight.
- Influencing outcomes through strong leadership and communications skills, fostering positive team dynamics, communicating complex information effectively through presentations and documentation to a variety of audiences, and responding productively to complex and sensitive business change issues.
- A completed Chartered Professional Accountant (CPA) designation or foreign equivalent is required.
- Public practice, insurance and/or rate regulated environment experience is an asset.

Work arrangements defined:
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
