Position Highlights 

ICBC is advancing multiple enterprise-wide initiatives that are shaping the future of how we serve our customers and communities. To help guide the organization through this change and ensure the successful adoption of key priorities, our People & Culture – Business Partnering & Change team is seeking an experienced Senior Change Management Specialist to join us at our North Vancouver Head Office. 

 

In this strategic role, you will manage a diverse portfolio of organizational change initiatives, overseeing governance, intake, resourcing, and progress reporting. You will be responsible for designing, implementing, and continuously improving ICBC’s change management framework, processes, tools, and performance metrics to strengthen enterprise-wide change capability. Acting as a trusted advisor to leaders, you will provide expertise, guidance, and hands-on support to ensure change initiatives achieve their intended outcomes. 

 

A key aspect of this position will involve leading corporate and people strategy change saturation analysis—identifying, tracking, and flagging areas within the organization that are experiencing high levels of change. By providing clear insights, you will help ICBC manage change capacity, minimize disruption, and enable our teams to focus on delivering sustainable results. 

 

  

Your responsibilities will include: 

  • Manage the intake, prioritization, and pipeline of change management projects. 

  • Allocate resources to initiatives and oversee change governance frameworks, progress reporting, and resourcing of change related activities to ensure successful adoption and sustainability. 

  • Design, evolve, and implement a standard change management framework, methodology, metrics, processes, and tools. 

  • Monitor change saturation levels across the organization, identifying areas of potential risk. 

  • Capture and share change management resources, lessons learned, and best practices. 

  • Deliver change impact and readiness assessments, change and communications planning, change metrics, and sustainment strategies. 

  • Partner with leaders to educate and advise on change management approaches. 

  • Advise senior leadership on key people priorities. 

  • Build organizational change management capability by supporting business leaders and change champions. 

  • Support budgeting for the change management portfolio. 

  • Manage relationships with external vendors and partners. 

  • Coach and support Change Management Specialists to deliver change management services. 

  • Support organization-wide learning and upskilling in change management. 

 

Position Requirements 

To be successful in this role, you will bring the following skills and experience: 

  • Post-secondary education in a relevant field such as Human Resources, Business Administration, Industrial/Organizational Psychology, or Organizational Behaviour. 

  • 7–10 years of progressive experience leading multiple organizational change initiatives in large, complex environments, with a proven ability to manage end-to-end change processes from strategy through to implementation and sustainment. 

  • Professional designation or certification in change management (e.g., CCMP, CMC, Prosci) is an asset. 

  • Strong knowledge of change management principles, methodologies, and tools. 

  • Skilled in engagement, communications, change readiness assessment, and behaviour change strategies. 

  • Proven ability to advise senior leadership and influence at all levels. 

  • Knowledge of project management approaches and tools. 

  • Experience in the insurance industry is an asset.

Work arrangements defined: 

  • Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
