Position Highlights
Are you passionate about working with government and industry partners to creatively address road risks? If so, our Road Safety team has an opportunity for you to help shape the future of safe and sustainable transportation.
Supporting the Director of Road Safety, the Road Safety Programs Manager will contribute leadership, technical skills, and road safety knowledge to support the development and enhancement of ICBC’s road safety programs.
This position is accountable for researching, developing, implementing, analysing, and evaluating road safety programs and initiatives to improve safety on the roads and reduce incidence and severity of crashes.
Key accountabilities include:

Provide strategic leadership on built environment factors like active transportation and neighbourhood planning that influence road safety and adoption of alternate transportation modes.

Work closely with internal and external stakeholders on issues related to community planning, active transportation, and sustainable mobility.

Work to promote best practices including development of actionable strategy, promotion of effective policies, adoption of standards in data collection, analysis, reporting, support for legislative change, and supporting other internal resources at ICBC to create safe transportation for all road users.

Develop measures of programs, cost effectiveness and monitor program budgets and outcomes.

Support the development of road safety strategies to guide internal planning and prioritization.

Negotiate and secure financial and resource commitments from road safety program partners and stakeholders.

Develop, organize and conduct road safety seminars to increase awareness and gain support from communities, partners, and stakeholders.

Represent the corporation on road safety conferences. Speak on behalf of the corporation as required.

Partner with relevant departments and secure internal cooperation and support in the implementation of road programs.

Provide leadership through performance planning, training, and review.
Position Requirements
The successful candidate will have:

Undergraduate or graduate degree in a transportation related discipline.

Minimum 8 years of experience in road safety, transportation planning, or transportation engineering work.

A professional designation (e.g., P.Eng.) that recognizes relevant advanced training and expertise.

Solid knowledge of best practices in systemic and wholistic approaches to road safety.
-
Knowledge of transportation planning, active transportation, and their relationship to road safety outcomes.
-
Knowledge of change management, project and program management.

Understanding of department services, programs and goals to oversee day to day unit operation.

Knowledge of the methods and practices of negotiation and contractual agreement.

Strong working knowledge of road safety and road safety initiatives and strategies.
-
Knowledge of relevant acts, regulations, policies and procedures.

Work arrangements defined:
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
