Positions Highlights

 

The Talent Development Programs team is seeking a Manager, Learning Development and Implementation to lead the design, development, and execution of high‑quality learning materials. In this role, you will provide strong people leadership to a team of Learning Designers, Learning Coordinators and an Ed-Tech Coordinator, guiding their work to ensure learning assets are strategically aligned, instructionally sound, and delivered with excellence.

 

You will oversee the end‑to‑end lifecycle of learning assets—from initial design through testing, implementation, and ongoing maintenance—across multiple Learning Management Systems (LMSs). This includes leading the implementation of new and existing program materials, ensuring the seamless operation of learning technologies, and resolving system‑related issues in collaboration with our HRIS partners with a keen eye on continuous improvement.

 

As a trusted expert, you will support leaders and subject‑matter experts across the organization, you will bring deep knowledge of adult learning principles, instructional design best practices, and modern learning technologies to advise on effective learning approaches and ensure consistency and quality across deliverables. You will also support corporate learning programs through virtual and in‑person delivery support, learning partner relationship management, and operational oversight of program logistics.

 

This role is ideal for an experienced learning leader who excels at combining people leadership, innovative learning design, and technical proficiency to deliver engaging, effective, and scalable learning experiences that move organizational capability forward.

 

 

Responsibilities in this role will include:

 

  • Providing day‑to‑day leadership to a team of Learning Designers, Learning Coordinators, and an Ed-Tech Coordinator setting priorities, coaching for performance, and ensuring high‑quality, consistent learning deliverables.
  • Guide instructional design and development, advising on appropriate tools, formats, and methodologies to ensure solutions are instructionally sound and aligned to adult learning best practices.
  • Oversee the full lifecycle of learning assets—including design, testing, implementation, publishing, and ongoing maintenance—across multiple LMS platforms.
  • Lead operational and delivery support for organizational learning, including LMS publishing, participant registration, attendance tracking, virtual delivery technology support, and completion/certification processes.
  • Serve as a key advisor and point of contact for leaders and SMEs, while managing vendor relationships, conducting quality assurance, and governing learning tools and systems to ensure compliance and currency.

 

Position Requirements

 

  • Undergraduate degree in a relevant discipline (e.g. Human Resources, Business Administration, etc.)
  • Proven experience leading a dynamic group of unionized learning professionals
  • Experience applying the principles, concepts and techniques for all aspects of adult education including the planning, design, development, delivery and measurement of learning and development programs
  • Strong computer systems and applications skills, including learning technology and learning development software
  • Experience with e-learning platforms and emerging best practice related to learning delivery methods, experience with SAP SuccessFactors LMS a bonus
  • Background in project management in large organizations, is an asset

Work arrangements defined: 

 

  • Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia. .
