Position Highlights
Our People & Culture Business Partnering & Change team is seeking an experienced Change Management Specialist to help us guide our service delivery division through organizational change related to multiple initiatives that are shaping the future of how ICBC serves our customers and communities.
The Change Management Specialist plays a key role in embedding change management capability within divisions by supporting senior leaders in planning, sequencing, and implementing change initiatives. This strategic role leverages data and tools to guide divisional leaders in navigating the people side of change, optimizing employee experience, and supporting sustainable transformation at the division level.
In addition, the Change Management Specialist will work with the Senior Change Management Specialist to deliver corporate and people strategy change initiatives that have an enterprise-wide impact. As a key member of the People & Culture Business Partnering & Change team, the Change Management Specialist will utilize a holistic approach to deliver change management services of varying sizes and levels of complexity, supporting ICBC’s goal of fostering a future-ready culture of organization change capability.
The responsibilities of our Change Management Specialist include:
Change Capability
- Evaluate divisional initiatives using change analytics to assess complexity and determine required change support.
- Recommend resource allocation for change management activities based on initiative evaluation outcomes.
- Identify and coordinate the participation of divisional leaders in the Change Capability course.
- Reinforce course content through coaching and follow-ups, encouraging leaders to apply learning to their initiatives.
- Facilitate divisional peer learning and support through Change Connects communities.
- Work closely with People & Culture Business Partner & Change Managers to align support with divisional priorities.
- Participate in regular check-ins with Change Specialists and Senior Change Management Specialist to align efforts, share updates, and identify integration opportunities.
- Support an organizational culture of continuous improvement, knowledge sharing, and capacity building for change.
- Ensure alignment with organizational values and strategy in all change-related work.
Change Analytics
- Design and implement divisional change heat maps and dashboards.
- Maintain and update the master initiative list for assigned divisions.
- Lead ongoing consultations with divisional projects and initiative leads to gather data and guide change planning.
- Provide change saturation insights and regular status updates to People & Culture Business Partner & Change Managers and divisional senior leadership.
- Set-up divisional governance structures and deliver training to initiative leads on the analytics approach.
- Collaborate with the Senior Change Management Specialist to align methodology and provide cross-divisional updates.
Position Requirements
To be successful in this role, you will bring the following skills and experience:
- Post-secondary education in a relevant field such as Human Resources, Industrial/Organizational Psychology, Business Administration, or Organizational Behaviour.
- 3 to 5 years of progressive experience leading multiple organizational change initiatives with a proven ability to manage end-to-end change processes from strategy through to implementation and sustainment. Experience in supporting service delivery areas in large, complex environments is an asset.
- Professional designation or certification in change management (e.g. CCMP, CMC, Prosci) is an asset.
- Strong knowledge of change management principles, change readiness assessment, and behaviour change strategies.
- Experience in advising senior leadership on key people priorities and strong communication and presentation skills.
- A keen understanding of sound service-delivery business practices.

Work arrangements defined:
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
