PURPOSE
To provide training and support to department staff regarding operating procedures and systems and develop training courses and materials for new procedures and systems.
JOB REQUIREMENTS
Knowledge/Technical Skills
- of the relevant department policies, procedures and processes to assess user requirements, develop training courses and materials and carry out training functions
- of department business functions, programs and services
- of the relevant acts and regulations pertaining to the department
- of the relevant manuals, reference materials and terminology to carry out training and development functions
- of training techniques, principles and concepts
- of the relevant department and corporate databases and systems as they pertain to carrying out training and support functions
- previous experience in Autoplan Processing Support Services is required
- of the relevant computer applications to develop training materials
Analytical/Problem Solving Skills
- to conduct training needs analysis
- to assess operating procedures and systems and recommend alternatives
- to assess whether training programs and tools meet objectives
- to develop appropriate training courses
Communication/Interpersonal Skills
- to provide training to department staff related to operating procedures and systems
- to provide guidance and assistance to department staff regarding training issues and needs
- to participate in team discussions regarding training course feedback and development
Organizational Skills
- to schedule training programs with minimal effect on the operations of the department
- to plan and organize workload to meet ongoing concurrent deadlines
- to adapt to changing departmental procedures and requirements
Physical/Concentration Skills
- to maintain a moderate level of mental and visual concentration while reviewing and designing training materials
- to remain alert while training others
- to routinely stand for prolonged periods while teaching courses
- to lift and move training materials
Leadership Skills
- to provide training and direction to work unit staff related to their activities and the procedures to follow
- to provide guidance to trainees while in a training program including assessing performance
The above requirements would typically be met through post-secondary training related to adult education and a few years of related experience that would result in an understanding of the development and evaluation of training programs.
TYPICAL RESPONSIBILITIES
Analysis of Business Requirements
Establishes and documents internal procedures consistent with departmental business objectives.
Course Design/Technical Writing
Designs and produces training materials and the tools necessary to provide training on current or new procedures and systems. Writes technical and departmental procedures.
Training
Implements training programs for, and conducts training sessions with, department staff related to operating procedures and systems. Training sessions would be held either in person or over MS Teams.
Assessment
Conducts training needs analysis, assesses performance, and evaluates training programs relative to their objectives. Develops and/or recommends new training methods, procedures, and systems.
Customer Service
Assists departmental staff with questions/issues related to operating procedures and training needs.
Leadership
Guides and coordinates the work of staff within the work unit related to their training activities and procedures to follow. Provides technical guidance and assistance to staff related to the implementation of new programs/procedures affecting the department.

Work arrangements defined:
- Hybrid 8 – you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
